FAS, VEGAS LEX Discussed New Opportunities for Russian Retail
OREANDA-NEWS. December 09, 2010. Participants of a meeting organized by VEGAS LEX law firm for trade networks, which opened a series of business lunches focused on the Federal Law “On Trade”, discussed practical aspects of enforcement of the Law “on Trade” and the prospects of further regulatory development within the framework of the Law with representatives of the Federal Antimonopoly Service (FAS Russia), reported the press-centre of FAS Russia.
Timophey Nizhegorodtsev, the Head of the FAS Russia’s Department for Social Sphere and Trade, and his Deputy, Mikhail Fedorenko, took part in the discussion. Other attendees included representatives of such companies as X5 Retail Group N.V., "Leroy Merlin Vostok” Ltd., DIXY Group, BILLA, Victoria Group of Companies, and others.
Presentations were made by Alexander Sitnikov, Managing Director, Partner, and Darla Shagrova, a legal expert on Business practice.
FAS Russia’s representatives pointed out that currently there are discussions about possible expansion of the main limitations and requirements of the Federal Law “On Trade” about relations between networks and suppliers of non-food products. FAS Russia’s representatives also think that prohibitions specified Article 9 the Federal Law “On Trade” would probably be "per se" and provide for liability of both the supplier and the network.
Participants evaluated the first results of applying the law on trade and discussed administrative sanctions for its violation adopted by the State Duma in the first reading, the procedures for their application, the need to introduce principal changes to the Law, and attempted to foresee developments in judicial practice and normative-legal regulation.
The format of the event enabled all attendees to ask each other important questions and be engaged in an interesting discussion.
