OREANDA-NEWS. December 08, 2010. The Russian government has delegated authority to add surcharges on gas transportation via gas distribution networks to regional authorities. A relevant resolution No. 943 was signed November 27. The size of surcharge cannot exceed 25% of the average definitive rate on gas transportation to the end consumer.

The previous upper limit was 20%, and the surcharge was set by the Federal Tariff Service individually for each region. The transportation surcharge is meant to finance gas supply programs in Russian provinces; surcharge proceeds are further used to finance housing and public utilities connection to the gas distribution system.
