EU Provided EUR574 mn to Moldova in 1991-2009
OREANDA-NEWS. December 07, 2010. These data were presented in Chisinau by ther Foreign Policy Association within the study “The Inventory and Evaluation of Financial Assistance Provided to Moldova by the European Union”. According to it, in 1991-2005 the funding from the EU (320 million euros) had a character of technical assistance and was provided within the TACIS Program projects.
The assistance provided in 2001-2009 (254 million euros) reflects new relations between Moldova and the EU, particularly, realization of the European Partnership and Neighborhood Policy. According to the Foreign Policy Association coordinator Victoria Boian, Moldova pays insufficient attention to the efficiency of projects implemented with the financial support of the EU. It is due to the lack of precise statistics, staff of the State Chancellery, lack of the project evaluation system, lack of the civil interests in issues concerning the aid fro the EU.
That is why, the Foreign Policy Association presented a series of recommendations to contribute to the high-quality and efficient management of the financial assistance from the EU. Particularly, the matter concerns the necessity of creation of the single source of information that would accumulate all data about the money received and its use, raise of professional skills of State Chancellery staff, creation of the transparent system to ensure transparency in the money reception process, forming of the national mechanism of monitoring and evaluation of the projects implemented by means of the EU financial assistance
