Roaming Rates Keep Going Down, FAS
OREANDA-NEWS. December 03, 2010. The Federal Antimonopoly Service (FAS Russia) enforces its determination, under which providers of mobile radio telephone communications continue reducing their rates for the roaming communications services, reported the press-centre of FAS Russia.
Since 1st December 2010, “MegaPhon” OJSC has reduced roaming prices for the CIS: voice information (inbound and outbound calls) to 33 Rubles / minute - by 1.39 times; transferring SMS-messages –to 13 Rubles per message - by 1.46 times; transferring GPRS data - to 110 Rubles / 1 Mb - by 4 times.
Earlier (since 20th October 2010) “MegaPhon” OJSC reduced the base subscriber rates for communications services in the national roaming: voice information (inbound and outbound calls) - by 1.7-3 times - to 15 Rubles / minute, transferring SMS-messages remains at the level of 5 Rubles per message.
As reported earlier, on 30th September 2010 “VympelCom” OJSC also reduced roaming prices in the CIS: voice information (inbound and outbound calls) to 34 Rubles / minute – by 1.5 times; transferring SMS-messages - to 9.5 Rubles per message – by 2 times; transferring GPRS data – up to 300 Rubles / 1 Mb – by 2.5 times.
On 1st October 2010, “MTS” OJSC reduced the base rates for communication services in the national roaming: voice information (inbound and outbound calls) to 17 Rubles / minute – by 3.5 times; transferring SMS-messages - to 4.5 Rubles / 1 Mb – by 3.3 times.
Also “MTS” OJSC has undertaken the obligation that since 25th December 2010 it is reducing its rates in the countries where the company is present (Ukraine, Belarus, Uzbekistan, Turkmenistan and Armenia): by 1.78 times per minute of voice information (inbound and outbound calls) – from 59 to 33 Rubles, per SMS-message - by 2 times - to 7.5 Rubles, and for transferring SMS-messages – by 2.34 times – to 320 Rubles / 1 Mb.
According to the FAS Russia’s determination on the case issued to the providers, no later than 31st March 2011 they must introduce the system for informing the subscribers about possible changes in the payment system for roaming services:
- At the time and place of contract conclusion (in particular, by concluding an additional agreement to the existing contract for providing communication services);
- At the time of registering the subscriber within the network of the roaming partner by sending an SMS-message with a particular content.
Providers also continue working with other operators- their roaming partners by sending offers about reducing the rates within the framework of the Roaming Agreement.
