OREANDA-NEWS. November 30, 2010. “The Customs Union is studying Russian experience of organizing the system of state procurement. Presumably, there will be an international treaty, which will formalize the main principles of state procurement in Russia, Kazakhstan and Belarus. Electronic auctions will be named as the main method for state procurement”, stated the Head of the Federal Antimonopoly Service (FAS Russia) Igor Artemyev speaking at the 2nd All-Russia Conference “The State Procurement Reform: Electronic Auctions”, reported the press-centre of FAS Russia.

The Head of FAS Russia called upon the conference participants not to confuse the concept of state procurement with contract execution. “At the moment, the public is very confused about No. 94 Federal Law. This is the law on state procurement for the needs of the authorities, it regulates the state procurement procedures and has not direct relations to contract execution or efficient allocation of budgetary funds”, explained Igor Artemyev.

The Head of FAS Russia pointed out that some ministries already prepared normative legal acts to improve the national state procurement system. For instance, the Ministry of Economic Development drafted the Federal Contract System and the Ministry of Finances proposed an evaluation of efficiency of spending budgetary funds. “The issue of unreasonably high maximum order price, a golden bed or failure to execute the contract is beyond No.94 Law”, elaborated the Head of FAS.

Talking about the system of state procurement in Russia, Igor Artemyev emphasized how often it was necessary to use the expression “for the first time” when describing the procurement procedures. “On a number of points, first of all, electronic auctions that provide single economic space, we have made great progress in comparison with other countries. There are simply no analogues in the world”, is convinced Igor Artemyev.
