Russia and Ukraine Entered into MoU on Kerch Straight
OREANDA-NEWS. November 29, 2010. At a meeting of the Russian-Ukrainian Interstate Summit Level Commission, State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’, the Russian Transport Ministry, the Ukrainian Transport and Communications Ministry entered into a Memorandum of Understanding on the Construction Arrangements for a Transport Crossing over the Kerch Straight.
On behalf of Vnesheconombank the Memorandum was signed by Vnesheconombank Chairman Vladimir Dmitriev, on behalf of the Russian Transport Ministry – by Minister Igor Levitin, on behalf of the Ukrainian Transport and Communications Ministry – by Minister Konstantin Efimenko.
The Memorandum was signed to improve transport links between Russia and Ukraine en route Kuban – Crimea.
Under the Memorandum the parties intend to make joint efforts to exchange proposals for the construction and development of a transport crossing over the Kerch Straight on the Russian and Ukrainian territory, coordinate work on selecting main automobile and railway routes and their connections, pursue a concerted policy on designing and constructing a transport crossing over the Kerch Strait, coordinate actions to improve the preservation of the transport crossing, pursue a concerted policy on safety traffic management and providing motorway services.
Issues of constructing, financing, establishing a state border passage procedure as well as a procedure for operating, maintaining and servicing the transport crossing over the Kerch Strait are to be regulated by individual agreements.
Under the Memorandum Vnesheconombank is to assist the parties in identifying sources of financing, performing pre-project R&D on implementing the project to construct a transport crossing over the Kerch Strait.
A joint Russian-Ukrainian working group is to be set up to coordinate efforts to work out a mechanism for implementing the project to construct a transport crossing over the Kerch Strait.
This project’s implementation would make it possible to secure a coordinated development and use of transport infrastructure ensuring effective and safe traffic movement in the border areas as well as create favorable conditions for servicing trans-European and trans-Asian freight and passenger flows.
This Memorandum was signed to build on the Agreement between Russia and Ukraine signed in 1994 on Cooperation on Border Issues and on the Agreement between the Ukrainian and the Russian Governments signed in 1995 on Cooperation between Russia’s and Ukraine’s border areas.
