Rosmorport Announced Strategy of Port Infrastructure Development
OREANDA-NEWS. November 24, 2010. To comply the commercial and transport demands of the country the Russian seaports should get internationally competitive port infrastructure and develop the professional system of port management. Today, the necessity of national strategy of the Russian port infrastructure development is obvious. FSUE “Rosmorport” intends to work on the details of the strategy in the first half of 2011. Now the basic ideas of the strategy is offered for consideration of the professional community, reported the press-centre of Rosmorport.
The strategy is supposed to have three planning horizons: the short-term (year 2015, specific action plan), the middle-term (year 2020) and the long-term forecast (year 2030).
The strategy covers 4 port basins (Western, Southern, Far Eastern and Northern) and 6 types of traffic (containers, general, bulk, fluid, Ro-Ro cargoes, passengers).
The strategy will define the directions for placing port infrastructure objects, such as approaching canals, berths, ground areas and coastal infrastructure. Besides, it will define port operations and additional services, including environmental protection.
The most promising locations for sea terminals will be selected according to their potential. The basic principle for their location will be the creation of the routes with the lowest total cost of transportation. In particular, freight rates, port transshipment cost, land (motor and railway) transportation expenses, time and cost of delay on the border crossing as well as risk premium for foreign states will be taken into consideration.
In the opinion of the strategy authors, the basic principle of the port facilities placement should be the excess supply. Considering the forecasts of the Russian Transport Strategy till 2030, Federal Target Program “Russian Transport System Development (2010-2015)”, subprogram “Marine Transport” and moderately optimistic forecast of the Russian freight traffic growth, submitted by the Academy of National Economy (one of the strategy developer), the difference between the demand for and supply of the port capacities will be around 100 million tons. In particular, in 2015, with freight traffic of 600-750 million tons the total port capacity will make 950 million tons; in 2020 — 950 million tons against 700-900 million tons of freight traffic; in 2030 — 1.2 billion tons of port capacity against 1.1 billion tons of freight traffic.
