OREANDA-NEWS. November 12, 2010. The main task of the state is to create favourable conditions under which anyone can buy or build its own housing. The Vice Prime Minister of Ukraine Viktor Tykhonov commented on the situation of housing in the country.

He noted that the state is unable to house everyone who needs it at no charge. "The state encourages people to buy housing in buildings whose construction began a few years ago, but because of the global financial crisis were not completed, by providing state support for construction and acquisition of affordable housing. The scheme is as follows: 30% of the cost of housing is paid by the state, 70% - by a citizen "- said Viktor Tykhonov.

The Vice Prime Minister informed that for the State support in the amount of 30% of the cost of apartments it is planned to allocate 334 million UAH. The first 100 million, the official sais, were transferred September 20, to Minrehinbud. In the coming days 80 million UAH will be financed. Also it is scheduled for early December this year to increase the authorized capital of the mortgage institutions up to two billion UAH, which will be directed to government banks refinancing to provide cheap loans to people for construction and purchase of housing.

"Provided allocation of that amount to providing citizens with government support for construction of affordable housing in the amount of 30% of its value in residential construction, according to our calculations, 780 million UAH of public funds can be attracted and almost 3000 apartments with total area of 190.7 thousand square meters can be bought"- said the official. He added that it will let put in operation the building under construction, where the flats will be bought (having design capacity of about 7000 apartments), to load capacities of construction companies, save jobs, reduce arrears of wages, increase consumption of materials and finishing products of construction supplies of domestic production and start building new facilities.

Viktor Tykhonov also informed that in the first half of 2010 295 blocks of flats were put into operation. Till the end of 2010 it is planned to put in operation more than 300 apartment buildings.
