FAS Representative Acted as Session Moderator at ICN Mergers Seminar
OREANDA-NEWS. November 12, 2010. A Working Group of the International Competition Network (ICN) held a seminar on legal regulation and enforcement of control over economic concentration, reported the press-centre of FAS Russia.
Maxim Kononenko, Deputy Head of the FAS Russia’s Department for Control over Housing & Utilities, Construction and Natural Resources, was a co-moderator of a session focused on legal regulation of control over economic concentration in different jurisdictions and establishing the system of such control in the countries with limited experience of antimonopoly regulation. Participation of a FAS Russia’s expert as a co-moderator of the seminar session was a result of active involvement in the INC Merger Working Group.
FAS Russia also presented its practice in the field and various aspects of the legal regulation of economic concentration in the Russian Federation, including the changes introduced to the antimonopoly law in 2009 by adopting the “second antimonopoly package”.
The seminar also discussed various issues of the legal regulation of control over economic concentration in the ICN member-states, cooperation between competition authorities in evaluation of transactions that affect the state of competition in several states, and the role of judicial system of control over economic concentration, application of economic analysis to evaluate the impact of transactions upon competitive environment, and evaluation of competitive environment after completing the transactions. The attendees were especially interested in possibilities of adopting successful enforcement experience and systematization of the best practices in control over economic concentration.
