Government to Optimize Licensing Functions of Rosstandart
OREANDA-NEWS. October 19, 2010. The Government Commission on Administrative Reform considered proposals of the Working Group for optimization of the structure and functions of federal executive bodies controlled by the Government of the Russian Federation, as well as subordinate to them federal services, federal agencies and other organizations. These proposals concern complex optimization of Rosstandart and reduction of its excessive regulatory functions, reported the press-centre of FAS Russia.
The Government Commission supported proposals on optimization of controlling-and-supervisory and licensing functions of Rosstandart, and reduction of administrative barriers in the work of Rosstandart. The proposals were drafted by the Working Group with active participation of representatives of “Opora Rossii” NGO, the Russian Union of Industrialists and Entrepreneurs, the Chamber of Industry and Commerce, and the Federal Agency for Technical Regulation and Metrology.
According to the decisions made by the Commission, the Ministry of Industry and Commerce should submit to the Government of the Russian Federation a draft Instruction on approving the Plan of complex optimization in line with the conclusions of the Government Commission, which in particular, include:
increasing the role of technical committees in expert examination of national standards;
increasing efficiency of technical committees and taking into account consumer interests through wider involvement of representatives of consumer associations, community organizations, business associations, including “OPORA ROSII” National NGO of Small and Medium Business, and “Delovaya Rossia” National NGO in their work;
further cutting-down of the list of products subject to mandatory certification (mandatory declaration of compliance), simplifying the procedure for compliance verification and increasing responsibility for products safety and quality;
supporting free and continuous availability of standardization documents to all interested persons in accordance with the list of documents, voluntary compliance with which ensures compliance with technical regulations and which include the rules and methods of research and measurements necessary to apply and administer technical regulations.
The Federal Antimonopoly Service (FAS Russia) jointly with interested federal executive bodies and representatives of business community continue continues developing proposals for complex optimization for controlling-and-supervisory and licensing functions, rendering government services as well as reducing excessive government regulation by Rosstandart.
