Yalta Hosted Session of Interstate Council for Antimonopoly Policy
OREANDA-NEWS. October 12, 2010. The 32nd session of the Interstate Council for Antimonopoly Policy (ICAP) took place in Yalta (Ukraine), reported the press-centre of FAS Russia.
It was attended by Heads and representatives of the antimonopoly authorities of the CIS member states, representative of the CIS Executive Committee and “Promoting Competition in the CIS” Non-Commercial Partnership.
At the ICAP session, experts of the antimonopoly authorities discussed improvement of regulation of natural monopolies and specifics of revealing and investigating anticompetitive concerted actions in state procurement.
One of the central issues discussed by ICAP was the outcome of the work of the Headquarters for Joint Investigations of Antimonopoly Law in the CIS Member-States. ICAP also considered a draft standard agreement on air traffic between the CIS member-states. The agreement was drafted to implement the decision of the Heads of the CIS Governments based on the report “On the State of Compeitito0n on the Market of Passenger Air Transportation”.
Anatoly Golomolzin, Deputy Head of FAS Russia, informed ICAP on the work towards developing a concept of a draft Federal Law on natural monopolies. The parties decided to discuss aspects of natural monopolies regulation in more detail at the next ICAP session.
Next ICAP session will be in spring 2010 in Dushanbe (the Republic of Tajikistan).

The Interstate Council for Antimonopoly Policy (ICAP) was formed in December 1993. ICAP coordinated antimonopoly regulations between the CIS member-states and facilitates development of favorable conditions for fair competition and harmonization of competition law in the CIS.
