OREANDA-NEWS. October 11, 2010. The Tambov Office of the Federal Antimonopoly Service (OFAS Russia) initiated a case for the signs of violating Part 1 Article 11 of the Federal Law “On Protection of Competition” (concerted actions). The case is against “Michurinskzernostandart” Ltd., “AgroMir” Ltd., “Demetra” OJSC and “Michurinsk Milling Company” Ltd., reported the press-centre of FAS Russia.

In course of price monitoring, Tambov OFAS Russia established unreasonable increase of ex-works prices for flour supplied by the above companies.

Such actions of suppliers of flour to the market of the Tambov region resulted in unreasonable growth of flour prices. Tambov OFAS Russia found that actions of the companies have the signs of violating Article 11 of the Federal Law “On Protection of Competition”.

Also on 5th October 2010, the Office of the Federal Antimonopoly Service in the Tomsk region (OFAS Russia) initiated a case upon the signs of price collusion on the wholesale market of buckwheat sales.

The case is against several market players – “Terminal-Groupp” Ltd., “Agrotorg” Ltd., “Zakroma Sibiri” Ltd., “Dostavka” Ltd. and an individual entrepreneur “I.M. Sorokin”.

Tomsk OFAS Russia established that from 15th July to 3rd September 2010 the companies repeatedly increased their buckwheat flour prices in a concerted manner.

Tomsk OFAS Russia found that actions of wholesale buckwheat suppliers have the signs of violating Part 1 Article 11 of the Federal Law “On Protection of Competition”. The case is scheduled for 15th November 2010.

As of 29th September 2010, FAS Russia and its regional offices opened 160 cases, of which:

- 112 cases upon the signs of antimonopoly violations: including 30 cases under Article 10 (prohibiting actions (omissions) of economic entities dominating the market that resulted in preventing, restricting or eliminating competition and (or) infringing the interests of other persons); 75 cases under Article 11 (prohibiting agreements or concerted actions between economic entities on the market ); 7 cases under Article 15 (prohibiting competition-restricting acts and actions (omissions) of the federal executive bodies, the authorities of the constituent territories of the Russian Federation, local self-government bodies, other bodies a\or organizations exercising the functions of the above bodies, as well as state-extra-budgetary funds and the Central Bank of the Russian Federation);

- 26 cases upon the signs of violating the Law on Trade; and

- 22 cases on administrative violations, the sanctions for which include fines.
