OREANDA-NEWS. October 06, 2010. FAS Russia, with support of the Delegation of the European Union to Russia, started a project on improving the law of the Russian Federation on regulation of natural monopolies in view of EC experience, reported the press-centre of FAS Russia.                                    

The project will be implemented under the framework of the new instrument of the European Commission – “Common Space Facility”.

On 4th September 2010, FAS Russia held the first meeting of the project to discuss the problems of current regulation of natural monopolies in the Russian Federation and further steps towards project implementation.

Dmitry Routenberg, the Head of the FAS Russia’s Department for Transport and Communications, representatives of the FAS Russia’s Department for International Economic Cooperation, officers of the Delegation of the European Union to Russia, and experts engaged by the European Commission took part in the meeting.

Taking into account vast EC experience in exercising effective reforms of natural monopolies, implementation of the project will enable the Russian Federation to apply and benefit from solid European experience in this filed and improve the system of regulation of natural monopolies by its liberalization.

The Common Space Facility – is a new instrument of EU- Russia cooperation in effect from the end of 2008 and aimed towards supporting dialogue within the four EU-Russia common spaces. This instrument enabled various ministries, agencies and General Directorates participating in the dialogues to apply for short-term engagement of experts, conducting political research, organizing events to increase public awareness, workshops, conferences, study-tours, etc.
