OREANDA-NEWS. October 05, 2010. The Prime-Minister of the Russian Federation signed No.767 Decree of the Government on definition of the official national website - torgi.gov.ru, reported the press-centre of FAS Russia.

From 1st January 2011 it will be mandatory for the organizers to place all information about competitive bidding to own or use federal property, the property of the constituent territories of the Russian Federation and municipalities on torgi.gov.ru

On 14th July 2010, the Head of the Federal Antimonopoly Service Igor Artemyev signed No.400 Order and the site started working in a testing mode. In accord with the Order, since 1st September 2010 it has become mandatory for the organizers to place information regarding competitive bidding for lease of federal property on torgi.gov.ru. The Decree extends this requirement to the property of the constituent territories of the Russian Federation and municipalities from 1st January 2011.

The web-site is the result of joint efforts of the Ministry of Communications, the Ministry of Economic Development and the Federal Antimonopoly Service.

Before launching the website, information about competitive bidding was dispersed through various internet-resources, which significantly limited access of entrepreneurs to state and municipal property. Now any entrepreneur can find information about all tenders and auctions on a single site – for leasing, for example, real estate of numerous unitary enterprises, organizations and municipalities, which considerably decreases administrative barriers for those wishing to acquire state or municipal property.

“First of all, this web-site gives entrepreneurs an possibility, earlier unavailable, to obtain information about forthcoming competitive bidding for lease of state or municipal property and take part in them. We hope that later the website will contain information about practically all types of government tenders and auctions – for plots of land, construction, use of water resources, fishery, confiscated property, etc. It is an enormous step forward towards creating single economic and informational space and improving business environment and fight against corruption”, emphasized Stats-Secretary Andrey Tsarikovskiy, Deputy Head of the Federal Antimonopoly Service (FAS Russia).
