Belarus GDP per Capita to Reach USD 27 000 in 2015
OREANDA-NEWS. September 30, 2010. There are plans to raise Belarus’ GDP per capita measured by purchasing power parity from USD14,300 in 2010 to USD26,000-27,000 in 2015.
The information was released by Belarusian Economy Minister Nikolai Snopkov at the 28 September session of the committee, which is supposed to organize the Fourth All-Belarusian People’s Congress. At the session the Economy Minister presented a draft framework of the program for the social and economic development of Belarus in 2011-2015.
Nikolai Snopkov remarked that every section of the program’s framework contains goals, development targets, and ways to implement them. In his words, the draft framework has been polished taking into account proposals of the Council of Ministers Presidium, the national committee for organizing the All-Belarusian Congress, and the Belarus President Administration.
In particular, the social policy part focuses on improving the aid to young families and improving their living conditions, better welfare benefits for more children. The employment and job market part pays attention to creating jobs at science-intensive and high-technology enterprises and in the services sphere. There are plans to raise real disposable cash income of individuals, including real salaries as a stimulus for highly productive labor.
According to Nikolai Snopkov, the pension policy will focus on raising and steadying pension payments taking into account social standards and the dependence of the pension size on the person’s contribution to the pension system funding. According to the Economy Minister, there are plans to build more homes during the next five-year term, reduce the cost of housing and public utilities, create new forms of long-term lending for individuals and a leased housing market.
According to the official, special attention will be paid to developing high-tech enterprises and manufacturing innovation products, which share in the industrial output is supposed to be at least as large as 21% by late 2015. Over 70% of innovation products is supposed to be exported.
The Minister stressed that structural reforms of the economy should bring about high knowledge content and increase the share of high-tech industries and enterprises, enable the transition to the fast renewal of main assets. It will allow commissioning more than one third of new highly productive jobs. Labor productivity per worker is supposed to increase from USD26,200 in 2010 to USD49,000-51,000 in 2015.
Nikolai Snopkov underlined that during the next five-year term the national economic model will become more stable thanks to the promotion of entrepreneurship that will be free of administrative barriers, thanks to developing private property institutions. It will allow Belarus to enter the top 30 countries with the best business operation terms.
