OREANDA-NEWS. September 28, 2010. The amendments to the Law of State Budget for 2010, Law on Social Insurance Budget and Law on Payment of Social Compensations in cold period of 2010 were approved at the meeting of Cabinet of Ministers.

They stipulate the increase of expenditures of state budget by 80 million lei (0,4%) – from 19 billion 718,25 million lei (USD 1 billion 622,9 million) to 19 billion 798,25 million lei (USD 1 billion 629,5 million), as well as redistribution of financing for the priority needs to the amount of 346,3 million lei (USD 28,5 million).

As it was communicated by Prime Minister Vladimir Filat, the issue of increase of expenditures, and subsequently of sate budget deficit (by 2,3% - from 3 billion 387,45 million lei up to 3 billion 467,45 million lei (USD 285,4 million)) was agreed with foreign partners on development. According to him, the government sent the project of amendments to the parliament.

They will be automatically considered approved if the resigned parliament during 3 days doesn’t take the decision on resignation of the government. According to the Article 106 of the Constitution, the government resigns if from the moment of submission of the program, applications of general political nature or draft law, the responsibility for which it undertakes, during 3 days the majority of votes in the parliament impeach credibility to the government. If the government doesn’t resign on this article, the draft law submitted to it is considered adopted, and the program or the application of general political nature – obligatory for the government.

Vladimir Filat emphasized that the amendments, filed to the budget for 2010, and in the Law on Social Insurance Budget and Law on Payment of Social Compensations in cold period of 2010 stipulated the allocation of additional funds to the amount of 112,8 million lei (USD 9,3 million) to pay the social compensations in the cold period of the year due to increase of tariffs for heat energy and natural gas.

As it is expected, in November-December more than 521 thousand of pensioners (75% of the total number), whose pensions doesn’t exceed 900 lei (USD 74), will get a monthly markup to the amount of 130 lei (USD 10,7) that will be paid to them for 2 months at once. Earlier only pensioners aged up to 65 years, whose pensions didn’t exceed 700 lei (USD 57,6) received such markups. 30 thousand of poor families and low-paid public sector workers will get the same compensations as well.

Besides, according to the amendments, it was proposed to increase the Fund of subsidy assistance of agroproducers by 100 million lei (USD 8,2 million), expenditures for education – by 36,6 million lei (USD 3 million) to cover the expenses of hostels due to increase of tariffs for energy carriers. About 103,5 million lei (USD 8,5 million) are allocated for construction of houses for flood victims, and 35 million lei (USD 2,9 million) for construction of infrastructure necessary for them.
