OREANDA-NEWS. August 24, 2010. CenterTelecom OJSC reports that Vaagn Martirosyan, the company's General Director, on behalf of its company has signed trilateral cooperation agreement with Vyacheslav Dudka, Governor of Tula Region, and Alexey Naschekin, Deputy General Director, Rostelecom OJSC. The signed agreement provides formation of the regional segment of the electronic government (e-government). The parties are to build an infrastructure for development of the regional segment of e-government and to switch governmental and municipal services to electronic format.
Mr. Dudka pointed out: "In the current situation an opportunity of provision of mass access to global information resources and specialized state portals is becoming very important. CenterTelecom and Rostelecom are willing to provide all necessary information and communications services to the population of the region not only in line with E-Government project but also as a part of such projects as 112 Rescue Service, Safe City and Transportation Resources.
Mr. Martirosyan discussing the cooperation issues added: "CenterTelecom contributed a lot into development of Tula region, but this is just a beginning. We are eager to take part in all programs related to development of information society and aimed at provision of newest telecommunications services to the region's population and governmental organizations. Our task is to implement a new project aimed at 100% digitalization of the network, 100% penetration of broadband Internet access and at provision of 100Mbps data transmission speed in all households. It looks as very ambitious goal but in five or six years it would meet needs of the Central Federal District's population."
Mr. Naschekin said: "Now the company is proactively expanding cooperation with Russian Federation's subdivisions with regard to provision of governmental and municipal services in line with the Electronic Government program. Our trilateral cooperation will allow us to get significant results in the near future; Tula region's population will be able to see the changes very soon."
Rostelecom's solution for development of the regional segment of the e-government infrastructure allows each Russian Federation's subdivision to develop a base for the segment and to provide its integration with the federal segment. It also allows the regional population to use governmental and municipal services through a unified state services web portal (www.gosuslugi.ru). The solution complies with the unified technological policy adopted for development of the e-government infrastructure, with information security requirements and personal data protection.
The parties plan to implement the program on basis of the technological platform of CenterTelecom's Tula branch. Availability of the newest information and technical resources allows to provide expanded opportunities for implementation of the project's regional segment.
