OREANDA-NEWS. August 20, 2010. On Appointing State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ as a Single Provider of Services on Investment Consulting for the State Needs of the Russian Constituent Entities to Form Investment Projects

Subject to para 17of part 2 of clause 55 of the Federal Law “On Placing Orders for Deliveries of Goods, Performing Work, Providing Services for the State and Municipal Needs, I shall hereby appoint State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ as a single provider of services on investment consulting for the state needs of the Russian Constituent Entities to form investment projects implemented on the terms of public private partnership with the use of:

financial resources of the Russian Investment Fund subject to The Rules of Forming and Using Budgetary Allocations of the Russian Investment Fund approved by Decree of the Russian Government dated March 1, 2008 № 134;

mechanisms of concession agreements subject to the Federal Law “ On Concession Agreements”;

mechanisms operating on the territories of special economic zones subject to the Federal Law “On Special Economic Zones in the Russian Federation’;

instruments provided for by laws of the Russian constituent entities setting forth forms of their participation in the said projects on the terms of public private partnership.
