Southern Telecommunications Company (UTK) [(RTS: KUBN, KUBNP; МICEX: UTEL, UTELP; ADR OTC: STJSY, KUE FRA)], the largest fixed-line telecommunications operator in the Southern and North-Caucasus Federal Districts of Russia, hereby announce that in accordance with a decision passed by the Board of Directors (Minutes No. 3 dated August 2, 2010) the term of authority of the board’s powers have been determined from August 3, 2010 until August 1, 2011 inclusive and the lineup of the Management Board of UTK is set at 8 members.

The members of the Company’s Management Board are as follows:

Stanislav P. Borodin - deputy general director, head of Information Technology at UTK;

Alexey A. Borodinsky - deputy general director, head of the Astrakhan branch of UTK;

Vyacheslav E. Kozelsky - deputy general director, head of economics and finance at UTK;

Vladimir N. Petrenko - deputy general director, head of security and corporate secrecy at UTK;

Alexander P. Plotnikov - deputy general director, director of security and corporate secrecy at UTK;

Tatyana V. Rusinova – Chief Accountant of UTK;

Ruslan S. Tanashev - deputy general director, commercial director at UTK;

The General Director UTK Alexander P. Shipulin has been Chairman of the Management Board since June 9, 2009.
