Ukraine Plans to Renew Electricity Export to Moldova
OREANDA-NEWS. August 13, 2010. The schedule of possible deliveries of the Ukrainian electricity to Moldova in September became known. The National Energy Company Ukrenergo, being an operator of the main electricity networks, set out for auction the powers of line sections of interstate electricity networks for export of electricity to Moldova in September 2010.
According to the Ukrainian mass media, the schedule of possible deliveries turned out to be tore and unattractive for potential operators. The experts in the sector of the Ukrainian electricity export note the spot contracts are absent at the Moldavian energy market, and the electricity is purchased on long-term contracts.
They can’t understand how in conditions of such schedule the deliveries can be forecasted and contracted. Such work can be really executed for longer-term periods. The Ukrenergo explained the unusual regime of offered deliveries by technical reasons in terms of construction works that would be executed on electricity transmission lines.
As it was reported before, following the decision of the Cabinet of Ministers of the Ukraine that reduced the electricity price for export to Moldova for the volume of subsidies to population, the export of the Ukrainian electricity to Moldova turned out to be attractive for the Ukrainian and foreign operators that were permitted to win the price competition from the Russian Inter RAO UES. As it is known, since the beginning of 2009 Moldova refused the import of Ukrainian electricity and completely moved to the purchase of electricity form Moldavskaya GRES that belongs to Inter RAO UES.
Currently Moldavskaya GRES sells electricity at the price of 5,5 cents per 1 kW/h, while the wholesale price of 1 Ukrainian kW/h without subsidized certificates makes up 4,3 cents. The Ukrainian experts doesn’t exclude that Russian side will be able to offer some other non-price cogent arguments to keep the market, even with Ukrainian dumping.
However, there is a point for the Ukrainian suppliers to struggle for Moldavian consumers. In 2008 the Ukraine delivered to Moldova 3 billion kW/h or 38% of total volume of annual export.
