OREANDA-NEWS. August 05, 2010. The Government continues to work actively on the draft law "On State Budget for 2011". The Senior Vice Prime Minister Andriy Klyuev said that during the Government session.

"Now the active work has begun on drafting the Law on State Budget for 2011. Main managers of budgetary funds are reported about ceiling of expenditure, loans and are given the instructions for preparing the budget requests" - Andrey Klyuyev said.

The Senior Vice Prime Minister noted that during the developing the state budget for next year should be taken into account the provisions of the new Budget Code of Ukraine and the draft Tax Code, which was officially published on August 3 with was put to public discussion and comments and suggestions provision.

However, Andriy Klyuev drew the attention of the Ministry of Finance that in finalizing the draft Tax Code, before September 5, 2010, it is important to take into account the reasonable proposals of business: "The new tax rules must comply with a catalytic function in relation to the real economy and facilitate the business environment."

First Vice Prime Minister noted that the heads of ministries and other main managers of budgetary funds, which are now finalizing the budget requests should draw attention to the need to analyze the effectiveness of the implementation of budget programmes and ensure their optimization. He added that in the face of limited financial resources, fiscal resources are to be focused on the financing costs of investment character, supported by major industries, including agriculture, engineering, coal industry, which in turn will enhance the finance companies.

In addition, Andriy Klyuyev noted that in August the Government should develop a series of bills for presentation to Parliament in autumn, including, final version of the draft Tax Code preparation, as well as a set of documents aimed at introducing further deregulation of economic activities in Ukraine, the simplification of business conditions.
