Ukraine to Develop Draft Law on State Land Ownership
OREANDA-NEWS. Ministry of Economy, Ministry of Finance and Land Resource State Committee should develop until October 1 a draft law on state land ownership. The decision taken at the meeting of the commission to control the use and alienation of defence land and other state-owned land under the chairmanship of the Vice Prime Minister Volodymyr Sivkovych.
During the session, the Commission discussed land use arrangement by Ministry of Defence, Ministry of Environment, Ministry of Internal Affairs, Security Service, Ministry of Environment, Ministry of Agrarian Policy, State Border Service, State Department of Execution of Punishment.
"The bill designed to increase the accountability for the use of state property" - Vladimir Sivkovych said.
Interagency Commission decided to entrust the Council of Ministers of the Autonomous Republic of Crimea, Regional State Administrations, Kyiv and Sevastopol City Administration to organize working groups to check the defence land repossession facts for housing needs and other purposes, then to take measures to return illegally seized land to the State by October 1 this year.
Also, the Defence Ministry, Ministry of Internal Affairs, State Land Committee, SBGS, State Department of Execution of Punishment, National Agricultural Sciences Academy have to establish until September 1 areas that are not used on purpose or are anymore necessary for such use, and to prepare them for sale through auctions.
In addition, the Defence Ministry, and State Committee for Agrarian Policy were tasked to develop a mechanism for transferring land of military state farms that are not used for defence needs to the management of Agrarian Policy Ministry.
It was agreed that until September 1 the State Land Committee along with the Ministry of Justice should initiate amendments to the legislation in part for the State Land Committee and its territorial bodies law applying to court in state interest on question being in their competence. Before the fall the ministries and committees, on behalf of the government commission, will monitor court decisions on land alienation in state property, and then appeal to the Supreme Court of Ukraine for the synthesis of judicial interpretations and representation of law enforcement in cases of this category.
Additionally the meeting participants have discussed the state of land and agricultural land use granted for permanent use to National Academy of Agricultural Sciences, the problems of land use and natural-reserve fund of national importance and other environmental, historical and cultural significance.
