OREANDA-NEWS. July 26, 2010. "I categorically declare: The Government will not cover any scams related to VAT" – the Prime Minister of Ukraine Mykola Azarov said in an exclusive "Kiev Telegraph" interview, commenting the situation with VAT refunding.

We know absolutely all real exporters of all the real producers, he said. According to him, "if the tax service in the city, district, region is working professionally and is qualified, then it will not pose any difficulties to say: here is a real VAT rufunding, and this is the so-called "air".

Mykola Azarov said that the Cabinet has prepared a register of businesses that have agreed to a VAT refund by Government securities. According to him, the sum makes only 17.6 billion, what means almost two times less than declared.

"The question arises: where are the rest of the enterprise? They decided not to undergo the procedure! To be included in the register one is to pass the detailed inspection on how the VAT dept appeared. From the very beginning I assumed that a good half of the debt - so-called VAT refunding business, when the "kickbacks" reached 50% of costs declared" - the head of the Government underlined.

In his view, when the Cabinet will issue the securities, real VAT debt will be covered completely.

"Once the compensation bonds process is complete, we will try to establish a system to refund VAT monthly automatically in full volume" - Mykola Azarov said.
