Moldovan Providers to Ensure Radio Signal Coverage on Shadowed Areas
OREANDA-NEWS. July 26, 2010. ANRCETI demanded from mobile communication providers to ensure the radio signal coverage on shadowed areas on national roads by I quarter of 2011. According to the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI), particularly, it refers to shadowed areas on national roads: Chisinau – Leuseni, Chisinau – Bender, Chisinau – Balti, Balti – Cernauti and adjacent localities.
And by the end of 2011 providers should ensure signal coverage on shadowed areas of other 9 highways, having special importance for the country, as well. The requirement was discussed at the session of the working group recently established by the Agency to ensure the coverage of the entire country's territory and population with mobile signal.
The group consists of representatives of the ANRCETI, Ministry of Information and Communications Technology, National Radio Frequency Centre (CNFR) and the mobile communication providers - Orange Moldova, Moldcell and Moldtelecom. After discussing the technical and financial issues of the given problem, it was decided that providers will submit, within one week, action plans for radio signal coverage of shadowed areas on four national roads. These areas are to be identified by providers as a result of comparative analysis of their measurements and test results with those of CNFR.
In case of divergences in the measurements data, the providers and CNFR will make repeated measurements of the radio signal coverage. At the meeting there were also examined the ways to improve mobile radio signal in frontier areas of Moldova.
Representatives of mobile communication companies referred to a number of obstacles in this regard, including difficult and lengthy procedure for obtaining permits to install towers for base stations, the necessity to improve the legislation to simplify the process of placing radio-communication equipment in frontier areas, etc. Providers requested the intervention of authorized persons to resolve given problems as soon as possible.
The license conditions of providers bind them to ensure minimum levels of territory and population coverage with radio signal - 60-85%. According to tests carried out by the ANRCETI jointly with CNFR, providers have exceeded these indicators. However, on some national roads the uncovered areas, - the so-called shadowed areas were revealed.
