Government Executives Made Responsible for Belarus Projects with China
OREANDA-NEWS. July 19, 2010. Heads of national administration bodies, oblast executive committees, Minsk City Hall are now personally responsible for all the projects on cooperation with China in line with Belarus’ Council of Ministers’ resolution No 1053 of 14 July 2010.
The resolution has been adopted to implement instructions the Belarus President gave at a Government session held on 25 June 2010 to discuss cooperation with China and in view of the results of the 11th session of the Belarusian-Chinese commission for trade and economic cooperation.
The document outlines three major avenues of cooperation with China. Those are the implementation of investment projects using Chinese loans, the establishment of a Chinese industrial zone in Belarus, and relocation of high-tech Chinese enterprises to Belarus. Heads of state-run public authorities are personally responsible for implementing all the stages of cooperation with the PRC.
The Economy Ministry is responsible for coordinating and monitoring the operation of government agencies as far as cooperation with China is concerned, including the objectivity and timeliness of information about the implementation of every phase of the investment projects that are carried out using Chinese loans. The Economy Ministry will interact with government agencies in working out business plans for such projects.
Belarus’ Vice Premier Andrei Kobyakov will be in charge of coordinating and controlling the operation of the Economy Ministry in the abovementioned areas. He will also supervise the establishment of the Chinese industrial zone in Belarus. Other vice premiers will be responsible for implementing investment projects that use Chinese loans. First Vice Premier of Belarus Vladimir Semashko will control the relocation of high-tech Chinese enterprises to Belarus.
The Council of Ministers will be receiving summarized analytical information about the implementation of major avenues of cooperation with China on a monthly basis for consequent discussion at sessions chaired by the Prime Minister of Belarus.
