Ukraine Implements Electronic Document Management
OREANDA-NEWS. July 16, 2010. Electronic document management will improve the state system of governance. This the Vice-Prime Minister of Ukraine said during the meeting on current issues of government policy in the sphere of electronic circulation and use of digital signature.
According to the Vice Prime Minister, the first such systems must be implemented by Customs Service and Tax Administration.
Volodymyr Sivkovych noted that the relevant government agencies should promptly agree the introduction of common formats and protocols, electronic documents and digital signatures.
In addition, Vladimir Sivkovych instructed to submit to the Cabinet of Ministers of Ukraine proposals on cost optimization of the executive authority for the acquisition and maintenance of the necessary software to support appropriate electronic systems.
Vice Prime Minister noted that the introduction of advanced electronic document management systems will significantly increase government revenue. "Introduction of a pilot project between the State Customs Service and the SE "Ukrchastotnadzor" increased government revenue from 50 million UAH in 2008 to 1 billion UAH in 2010. In addition, budget expenditures will significantly reduce. Preliminary analysis showed that the staff reduction of the Customs Service and Tax Administration will reach 30%" - Vladimir Sivkovych said.
According to him, since that time, as government agencies will work together in an electronic declaration of export goods and the use of cargo manifests for the reimbursement of value added tax, the State will get rid of the huge corruption mechanism. "It will reduce the number of points of direct contact between officials and, for example, an entrepreneur, electronic systems will be responsible for everything" – the Vice Prime Minister said.
In turn, the appropriate law enforcement agencies were tasked to develop the necessary systems to counter the threats that may arise during the implementation of such electronic systems.
