Investors in Russia Shall Build Power Plants Producing 28.3 GW by 2017
OREANDA-NEWS. July 15, 2010. The officials determined how many new power plants our country needs. By 2017 investors shall build power plants producing 28.3 GW which will require about 1.2 trn rubles. Besides, the nuclear scientist shall erect the major part – 27.7 GW – for the nearest 5 years.
Such volume of construction will be stipulated in capacity supply agreements (CSA), Deputy Minister of Energy Andrey Shishkin has written to the government. According to the letter, the list is coordinated with the “System operator” (power grid operator) and grid companies — FGC and IDGC Holding.
CSA were introduced by RAO UES management to ensure construction of new power plants after liquidation of the holding. The plants constructed under CSA get payment on a first-priority basis.
It’s not clear when the government will approve the list: representative of the Prime Minister is uninformed on the letter and declined to comment. The letter does not contain any information concerning the time of CSAs signing and the amount of funds necessary for implementation of the approved plans.
Keeping in mind that the average cost of construction for generation of 1 kW of installed capacity is equal to 40,000 rubles, investors will have to spend about 1.2 trn rubles, Director of Energy Development Fund Sergey Pikin estimated. The investors have spent 449 bln rubles on repurchase of additional issues of Wholesale and Territorial Generating Companies.
