OREANDA-NEWS. June 25, 2010. President of Ukraine Viktor Yanukovych held a meeting of the Council of Regions.

In his opening remarks, the Head of State has stressed that the agenda, as it was agreed at the previous meeting of the Council of Regions, includes state staffing policy and strategy for its development in 2011-2020 years.

Viktor Yanukovych noted that, at the expanded meeting of the Cabinet of Ministers dedicated to the results of first 100 days of Government’s work, he had brought up this problem briefly.

"I said that without legal, organizational and financial principles of public staffing policy we cannot count on the success of fundamental reforms that we must implement in practice. Today we have gathered to define these principles," said the President.

Viktor Yanukovych noted that in preparation for this meeting the participants were asked to consider the draft strategy for state staffing policy in Ukraine until 2020.

"I hope you have analyzed its key provisions and will be ready to speak about their compliance with requirements of the time. I expect such assessment from you, – Viktor Yanukovych said. – That’s why in my brief opening remarks, I will only voice my opinion about the above-mentioned document."

"I think that overall this document was prepared quite professionally. The project identifies main problems in staffing policy of public administration in economic, social, humanitarian and scientific fields and defines main goals and initial steps towards achieving them," said Viktor Yanukovych. He has also noted that some parts of the document are dedicated to problems of social dialogue and gender policy.

The President has said that now the situation with personnel and vertical power is pretty clear, as well as further steps to ensure sustainable social-economic development of the Ukrainian society.
Viktor Yanukovych has also emphasized that at today's meeting he hopes to hear not only a critical analysis of the project, but some concrete proposals.

The President added that the problem is extremely complex and multidimensional. Ttraining of professional public officers demands relevant system of education, advanced training of specialists and improving civil service legislation. The issue of salaries for different categories of public officers is also very important.

Viktor Yanukovych said that he invites those present to discuss the project and to make proposals that will be the basis of today's decision of the Council of Regions. The President also added that further steps would be agreed upon during realization of this issue.
