OREANDA-NEWS. June 24, 2010. Addressing Verkhovna Rada Speaker Volodymyr Lytvyn in his closing remarks at the expanded meeting of the Cabinet of Ministers, the Head of State said:

"In order to solve urgent problems in the economy, public life and make first steps to implement the reforms I would ask you to ensure the consideration and adoption of draft bills introduced by me and the Government and identified as urgent by the end of this session.

First of all they concern deregulation of business and anti-raiding. Recent events at Ilyich Steel & Iron Works in Mariupol showed that we must act immediately," stressed Viktor Yanukovych.

The President stressed need to create an attractive investment climate by removing administrative pressure and adopting other urgent bills. In this regard he believes that the following issues are urgent for the Ukrainian society:

– approving 2010-2012 National strategy on preventing and combating corruption;

– finalizing such draft bills as the one on civil service (the updated version) and introducing them to the Verkhovna Rada;

– elaborating and adopting in the Cabinet of Ministers and other central executive authorities a number of regulations targeting corruption arising from provisions of the adopted package of anticorruption laws.

2011-2020 Strategy of staffing policy of Ukraine should include:

– creation of legal, organizational and financial foundations of state staffing policy;

– involvement of highly skilled professionals in priority areas of the economy, first of all – talented graduates, successful entrepreneurs and employees of financial and economic sector;

– restoration of staff rotation system;

– creation of state system of continuous professional training, retraining and skills development for the staff during their careers;

– creation of conditions for employment of students, who studied by state order;

– development and introduction of a system that would stimulate professionals to get jobs in enterprises, institutions and organizations located in rural and depressed areas.
