OREANDA-NEWS. June 24, 2010. In 2010-2015 the Cabinet and Parliament must focus on implementation of economic reforms aimed at pulling the country out of financial crisis and increasing welfare of its citizens, said Viktor Yanukovych in his closing remarks at the enlarged meeting of the Government.

"I suggest that in order to ensure efficient and quality implementation of key provisions, we create a Coordination Center to be chaired by the Prime Minister of Ukraine," said Viktor Yanukovych.

The President also proposed that Verkhovna Rada Speaker Volodymyr Lytvyn became the co-chairman of the Center. "It would be right if the Parliament was involved in this mechanism in the person of Volodymyr Lytvyn because we will have to approve a lot of bills,” he said.

"I will sign the Decree today and we will create such a Coordination Center. This Center will provide constant monitoring and interaction between executive bodies and the Verkhovna Rada in conducting reforms and providing that the schedule of the appropriate measures is met," said Viktor Yanukovych.

President Yanukovych said that the Coordination Center is to work in close collaboration with working groups of the Committee of Economic Reforms. This cooperation should be based on permanent representation of Coordination Center experts in these working groups and expert support in implementation of economic reforms.

He also said that the Coordination Center must invite leading domestic and foreign scientists, experts and representatives of the public to its work.

Viktor Yanukovych instructed Mykola Azarov to organize cooperation between working groups and the Coordination Center and to develop action plans to realize program provisions on implementation of economic reforms in Ukraine.

In his speech the President also emphasized that planning of the Government’s work should be conducted in strict accordance with provisions of the Economic Reforms Program for 2010-2015. "We have considered the program together. It meets the requirements, which we have discussed today. So I request that annual programs of Cabinet’s work and action plans are approved, thus starting implementation of the program," said Viktor Yanukovych.

The President requested the Prime Minister to speed up work on those directions of structural reforms, where documental foundations are elaborated.

"I expect early introduction of bills on reforming the gas market and housing sector, on establishing independent regulators of tariffs for utilities and transport," he said.
