OREANDA-NEWS. June 18, 2010. The Association of Advertising Agencies (AARM) and operators of outdoor advertising appealed to the public in connection with the facts of violation of regulations on placement of advertising constructions in the capital. As the chairman of AAPM council Mr.Serghey Hasanov pointed out in the course of press-conference, the association also expresses its indignation at the absence of city administration reaction on all appeals as regards this.

The Advertising Community of operators of outdoor advertising is indignant at city administration actions on artificial “planting” of new advertising constructions, placing by newly formed companies on the basis of authorizations, issued with violation of regulations. It was noticed that AARM receives many complaints from operators of outdoor advertising about the actions of Aldora Art and Tafis Lux companies.

The following rude violations when placing many hoardings were pointed out: danger for pedestrians, the excessive proximity to the near-placed hoardings (closing of hoardings on the background), placement in the middle of pavement, placement contrary to all technical norms, safety norms, close to high-voltage cable, trolleybus line. As the Director of Sun-Inform Mr.Dmitry Lukinov noted LED-advertising (on LCD displays) isn’t regulated by any norms, any information can appear on the screens. Moreover, in the city there are 20 of such screens and it is planned to place 10 more screens and nobody will be responsible for this.

As to opinion of press-conference participants it is forming a clear understanding that actions of capital Architecture Agency on issuance of authorizations to above-mentioned companies have a contracted or managed character, and the protectionism policy leads to violation of competition principle. The Advertising Community of operators of outdoor advertising appealed to the public to put the order in the city and suggested city administration to hold up the building of free-standing large-sized advertising constructions.
