Moldova to Abolish Mandatory Labeling of Drugs with Latent Strip
OREANDA-NEWS. June 03, 2010. During the meeting of the cabinet, the Director of the Centre for Combating Economic Crimes and Corruption of Moldova Viorel Chetraru noted that use of labels with the latent strip since March 2006 by the companies that manufacture, import and sell drugs in the country, led to the increase in their cost from 28 up to 43 bani (0,02-0,03 cents) per 1 unit.
Thus, the end users were forced to purchase drugs at the overstated prices. In 2008-2009, the sale of drugs with 118 million labels with the latent stripe resulted in trade allowance of 4.7 million leis (USD 0.4 million), and due to this, the increase in the cost of drugs sold through the pharmacy network amounted to about 7.5 million leis (USD 0,6 million). Viorel Chetraru noted that the Agency for medicines has paid 65.6 million leis (USD 5,1 million) to the printing houses which produce latent stripe labels. As a result, this amount was paid by the consumers.
As the head of the Centre for Combating Economic Crimes and Corruption in Moldova noted, all necessary information about the medicine, its producer, importer and expiration date can be found on the packaging. At the same time, the analysis showed that the objective of monitoring has not been completely achieved, and the automated information system "Accounting and control of medicines, as an integrated information system” does not function. Currently, this information system of accounting and control of drugs covers 87% of the territory of the country and does not function in 110 pharmacies due to the lack of funds.
It should be noted that the automated information system "Accounting and control of drugs" was introduced in Moldova to ensure objective consideration of all manufactured and imported / exported drugs. Label with the latent stripe was the primary control element in guaranteeing drugs accounting and protection of information regarding quality or authenticity of the medicines.
As the developers of the system from the former government noted, the use of this marking system allows creating the State Register of medicines and providing monitor of pricing medicines and medical supplies to the territory of Moldova, state control of import, production and sales of drugs in the republic.
