Mykola Azarov reminded that Verkhovna Rada adopted the Law on Public Procurement, the absence of which for many years was creating favourable conditions for unprecedented corruption and waste of public money, hampering the restoration of order in public procurement. "The country formed a layer of "budget funds bloodsuckers". Now we will eliminate them" - the Head of Government stressed.

The Prime Minister also noted that the President submitted to the Parliament a number of defining for successful upgrade of the country bills. In particular, the law on the basis of domestic and foreign policy and the law on the judicial system.

According to Mykola Azarov, a law on the principles of domestic and foreign policy radically alters the legal space of the State, resulting in internal and foreign policy being based not on political expediency, personal preferences and orientation, but on the law. "Ukraine will become the clear and predictable State for both its citizens and the world" - the Head of Government stressed.

The Prime Minister noted that in recent years, justice in our country transformed into a "network of judicial decisions on price-lists sales". One had to have the courage to confess that, and to put the lid to the shame. The President did it. Now we need to work together to reach cleansing and unconditional and unavoidable rule of law".

Moreover, Mykola Azarov noted that the President and the Government submitted to Parliament a package of bills aimed at deregulating business activities, simplifying procedures for doing business. According to the Head of the Government, now the updated draft of Budget Code and Tax Code, finally "polished" by the Government is prepared for submission to the public and the the Parliament. As the Prime Minister said the Government is also accelerating consideration in the Parliament of a package of bills required for agreements on association and free trade area with EU.

"You can see what a wide and intense program is waiting for us. It requires from us complete mobilization, concentration of professional efforts and political will. We need only success. First of all, people need the success of reforms that lead to a new quality of life, wealth, confidence in the future", - Mykola Azarov emphasized.

However, the Prime Minister said that the President will hold a meeting today to discuss the five-year plan of reforms in the State. "I emphasize that all of this is the beginning of a very heavy, highly responsible work for radical democratic changes in our State, bringing the country out of crisis to the secure path of sustainable development and prosperity of citizens" - the Head of the Government stressed.
