OREANDA-NEWS. April 21, 2010. In Voronezh the field college of IDGC of Centre, JSC finished its work. Evgeny Makarov, General Director of IDGC of Centre, JSC, top-management of the Company, Deputies General Director of IDGC Holding, JSC, Alexandr Ganov, Deputy Governor of Voronezh region, Nikolay Reshetov, Head of the Department for regulation of tariffs of Voronezh region, as well as representatives of the executive power and regulating bodies of 11 substituent units of the Central federal district participated in it.

Greeting the participants of the meeting Evgeny Makarov, General Director of IDGC of Centre, JSC, noted the importance of such kind of events with participation of power engineers and representatives of the power. He informed on the main results of IDGC of Centre activity for 2009, development prospects as well as the course of fulfillment of decisions taken at the previous college that had been held in Tver region on October 1, 2009.

Last year the total volume of power supplied to consumers of IDGC of Centre was 50,8 bln kW/h for the amount of 46,9 bln Rubles. Within the frameworks of integration of the distribution grid complex the Company purchased property for 382 mln Rubles, concluded 15 lease agreements in the regions where it operated. The plans of IDGC of Centre for 2010 include continuation of integration programs, in particular, implementation of the project of consolidation of municipal power grid assets on the basis of the joint company together with the Government of Voronezh region. Besides, it is planned to acquire 51 % of shares of JSC “Yaroslavl city power grid”. The work on approval of integration variants of JSC “Oreloblenergo” and MUE “Mtsensk city power grids” is being held together with the administration of Orel region.

Alexey Demidov, Deputy General Director for economic and finance of IDGC Holding, JSC, noted: “The task of IDGC of Centre is to integrate and consolidate territorial grid organizations for strict centre of responsibility and interaction to be. In this case governors will not worry about reliable power supply of regions, development of grids and production”.

Since January 1, 2010 within the frameworks of the program on operating activity efficiency increase five branches of IDGC of Centre – Belgorodenergo, Lipetskenergo, Kurskenergo, Tverenergo and Yarenergo are already operating according to RAB tariff regulation method. In compliance with the RF Government Resolution No. 30-r dated January 19, 2010 the Company branches in Bryansk, Voronezh, Kostroma, Orel, Smolensk and Tambov regions should be transferred to RAB-regulation method till July 1, 2010. Transfer to new regulation will provide IDGC of Centre the opportunity to apply the long-term planning in accordance with the plans of prospect development of the regions.

“IDGC of Centre is a pioneer among subsidiaries of IDGC Holding in the long-term tariff regulation. Five of 11 substituent units of the Russian Federation in which territory the Company operates have already been transferred to RAB. Currently the Government is making the approval of amendments to the 109th Government resolution owing to which responsibility criteria of grid companies will be determined, including that for implementation of investment programs within RAB. Surely, there are complicated problems, but anyway the work fulfilled by IDGC of Centre and IDGC is intended to development”, — Alexey Demidov emphasized.

For business in IDGC of Centre, JSC to be successfully developed the direction on supplemental services with orientation on a consumer, exit to competitive market and business diversification are being extended. The system of complex client servicing – direct, distant and interactive – is formed in the Company. 286 front-offices on consumer servicing operate in the territory of 11 regions. The policy in the field of work with clients, servicing standard and up-to-date client informing system are developed and applied in order to standardize work and improve service quality in the Company.

In the course of work of the college its participants discussed issues of energy security of the regions, the investment program implementation, considered opportunities to increase energy efficiency, to introduce innovations in power industry, including initiatives of IDGC of Centre, JSC in implementation of the project “Smart cities — smart grids”. The agenda of the meetings included the results of the Autumn-and-Winter period passed by IDGC of Centre, JSC, fulfillment of the ready integrated purchase program, ensuring of safety conditions and labor protection. Besides, the problem issues relating to cross-subsidisation and “last mile” contracts were touched upon at the meeting.

The key objectives for power engineers of IDGC of Centre in 2010 are implementation of the innovation policy intended to support of dynamic business development, programs on power grid complex renovation, completion of transfer to RAB-regulation, stable development, increase of energy efficiency, social responsibility and transparency.
