OREANDA-NEWS. April 14, 2010. It is a guide to assist over 1 million 227 thousand of electricity consumers. The guide is developed by the National Agency for Energy Regulation, with the support of consulting companies "Sweco International AB" (Sweden) and "Pierce Atwood" (USA), responsible for implementation of the technical assistance project provided to ANRE in 2009 by the Swedish International Development Agency (SIDA).

The presentation of the guide took place in ANRE with participation of the heads of associations of consumer protection, representatives of the concerned government agencies, as well as electricity distribution companies. According to the authors, the development of the guide was stipulated by the necessity of full, true and correct informing the consumers about their rights in relations with electricity supplier. The Guide users will find answers to their questions and receive practical advice and recommendations for solving the arising disputes with electricity supplier.

The authors believe that this will help consumers to know their rights as well as possible ways of protection in accordance with provisions of existing regulations. The guide contains all necessary information on rights and responsibilities of consumers and suppliers concerning signing of contracts, connection and disconnection from the network, accounting and billing of consumption, quality of distribution and supply of electricity, solving disputes arising between the parties. The brochure also contains expert advice of ANRE specialists in the field of energy-saving, energy efficiency of the household appliances and answers to the most frequently asked questions.

The handbook contains links to the key legislative and regulatory documents in the energy field, a brief description of the electricity sector of the country, including the electricity distribution companies, contact numbers of their territorial offices, as well as territorial energy inspections. The guide is published by 1,5 thousand copies and would be distributed free of charge among organizations engaged in the consumer rights’ protection, trade unions, commercial offices of electricity suppliers.

It will also be also placed on the web - site of the Agency: www.anre.md. Subsequently, the electronic version of this guide will be updated depending on changes in existing legislation, as well as on the comments, requests and recommendations of the consumers.
