Construction of Fuel Hydrorefining Plant Started in Omsk Oil Refinery
OREANDA-NEWS. April 1, 2010. Omsk Oil Refinery (Gazpromneft-ONPZ) has launched the construction of diesel and cat-cracked gasoline hydrorefining plant. This new large investment project started off with laying the first stone in the place where new production facilities will be running by early 2012.
The goal of the project is to enhance the Omsk Refinery with facilities capable of producing class 4 and 5 oil products, including:
Cat-cracked gasoline hydrorefining plant with annual capacity of 1.2 mln metric tons, and
Diesel hydrorefining plant with annual capacity of 3 mln metric tons.
Over 12 bln rubles will be invested in the construction of new production facilities at the refinery this year.
Front end engineering for the future plants was provided by the French AXENS (cat-cracked gasoline hydrorefining plant) and the American UOP (diesel hydrorefining plant). The detailed design for the gasoline hydrorefining plant was developed by JSC Neftekhimproekt, while the design for the diesel hydrorefining and offsite utilities was provided by Omskneftekhimproekt. Main State Expert Review Board (Glavgosexpertiza) reviewed the project and concluded in February 2010 that it complied with all the applicable standards of industrial and environmental safety.
“This new hydrorefining facility will allow us reduce the content of sulfides in the diesel fuel and gasoline produced by Omsk Oil Refinery, which will definitely be a benefit for the car engines, alleviate the environmental impact and bring the products manufactured at the Omsk Refinery in full compliance with the Motor Fuel Quality Requirements Regulation adopted in Russia,” says Anatoly Cherner, Deputy CEO for Logistics, Processing and Sales of Gazprom Neft.
