OREANDA-NEWS. March 23, 2010. At the initiative of Ust-Luga Company OJSC an agreement was signed between the administration of ME "Kingisepp Urban Settlement" and the State Maritime Academy named after S.O. Makarov on conditions of entrance of the school leavers of Kingisepp and Kingisepp district to the Academy on the basis of target admission. Signing of the agreement successfully completed the work of the Personnel Management Directorate of Ust-Luga Company both with the Academy and the Administration at forming the personnel reserve for the Yug-2 Multipurpose transshipment complex.

According to the agreement the target admission will be carried out on the basis of a separate contest. This will allow special favourable conditions of entrance to the prestigious higher educational institution for school leavers of Kingsepp and Kingisepp district.

An agreement is currently under way between the administration of ME "Kingisepp Urban Settlement" and Ust-Luga Company OJSC that divides the powers and responsibility of the parties in implementation of the document. According to the draft agreement the Company participates in development of the entire mechanism of entrance to the Academy. It identifies the strategic needs of the Yug-2 Multipurpose transshipment complex for labour resources: particular specialties and their number. Based on the data the number of the future applicants from Kingisepp district to the Academy named after S.O. Makarov is determined. Jointly with the administration the Company participates in occupational guidance of school leavers, development of criteria of selection of future students and the procedure of the competitive selection itself. Joint decisions are finally made on the candidates entering to the higher educational institution and the final lists of the applicants of the target admission are formed.

In the Administration this work will be carried out by the Committee on Culture, Sports and Youth Policy and the subordinate Youth Leisure Center "Vybor" ("Choice"). According to Natalya Berdennikova, specialist of the Committee on Culture, Sports and Youth Policy of the administration of ME "Kingisepp Urban Settlement", there is a complex of events for the selected school leavers: tests on professional suitability, socialization and identification of personal qualities, excursions to the port and the Academy, participation in contests of school certificates and portfolio, courses for entrance to the Academy.

In the opinion of Natalya Berdennikova, implementation of this agreement is the first step in the large and complex joint work of the administration of Kingisepp district and Ust-Luga Company to solve the problem of youth employment.
