Head of Karelia Visited Most Distressed Region of Republic
OREANDA-NEWS. March 16, 2010. Head of Karelia Sergey Katanandov has made a trip to Louhi region which is the northernmost and the most distressed region of the republic. As Sergey Katanandov has emphasized, the main aim of his trip was to find a way to reverse the situation. "In 1997 enterprises of the region worked, but there was a social chaos – Head of the republic has noted. – Pensions, salaries, allowances were not paid. Now the situation is quite the opposite – the state fulfills its obligations in full, all's quiet in the society, though enterprises stay idle." Social payments alone on the region within one year make about 80 million roubles, which is a little less than annual income of the local budget. In fact, it is only a part of public investments, as now the region lives, basically, at the expense of the budgetary sphere.
Thus, during his trip Head of Karelia has visited a new water intake point of the settlement. It was started up several weeks ago and costed more than 70 million roubles. Most of the price was paid from the republican budget. If earlier inhabitants of the settlement received water from the land-locked lake on which coast there are many household outbuildings, then now the water comes from clean flowage

It turns out, that budgetary and social spheres work stably in Louhi region, and there are actual reserves for production development; however, local enterprises close one by one. What is the reason? Sergey Katanandov has put this question point-blank at the meeting in local administration, at the meeting with businessmen of the region and at the gathering citizens in community culture center.
On the one hand, Louhi is located in the Far North, and local production cannot compete in cost price with production of territories where transport and heating charges are not so high. On the other hand, there are many strangenesses which are not explained by climatic conditions only. The similar picture concerns participation in various programs. For example, only three settlements of the region have managed to fulfil all requirements of the Support Fund for the Reform of the Housing and Utilities Sector to participate in the Russian program of extensive repairs of apartment houses and exchange of slum dwellings for proper living conditions.
