Khabarovsk Airport Prevented Aeroflot Entry to Market of Aviation Fuel
OREANDA-NEWS. March 16, 2010. The Moscow Arbitration Court confirmed validity of the decision and determination issued by the Federal Antimonopoly Service (FAS Russia) regarding "Khabarovsk Airport" OJSC, reported the press-centre of FAS Russia.
On 2nd October 2009, FAS Russia found that "Khabarovsk Airport" OJSC abused its market dominance (in breach of Part 1 Article 10 of the Federal Law "On Protection of Competition") on the market of aviation fuel supplies.
"Aeroflot - Russian Airlines" OJSC asked "Khabarovsk Airport" OJSC to provide a possibility to independently supply its own aviation fuel to the Aeroflot aircrafts in Khabarovsk airport. The cost of Aeroflot fuel is lower than the cost of fuel offered by "Khabarovsk Airport" OJSC. However, "Khabarovsk Airport" OJSC refused to provide a possibility for "Aeroflot - Russian Airlines" OJSC to deliver Aeroflot own fuel, explaining its decision by the need to change technology of the work of refueling facilities of "Khabarovsk Airport" OJSC and to carry out repair works in the receiving terminal.
Thus, "Khabarovsk Airport" OJSC refused to provide a possibility to "Aeroflot - Russian Airlines" OJSC to deliver aviation fuel to the "new Khabarovsk" airport in order to supply fuel for its centrally scheduled flights and organize fuel storage services. The company's actions have prevented entry of "Aeroflot - Russian Airlines" OJSC to the market of aviation fuel and the market of aviation fuel supplies in "Khabarovsk Airport", said Anatoly Golomolzin, Deputy Head of FAS Russia. "Therefore, "Khabarovsk Airport" OJSC has infringed the interests of "Aeroflot - Russian Airlines" OJSC. Also, when an airline is given a possibility to independently supply fuel for its aircrafts if positively affects consumers because the airfare can be reduced".
