FAS Will Launch Website for Sale of State Assets
OREANDA-NEWS. March 10, 2010. In March the Federal Antimonopoly Service (FAS Russia) and the Ministry of Economic Development intend to launch the official website for sale of state assets, similar to the website for state procurement, which will contain all information about sale and lease of state property, said the Head of FAS Russia Igor Artemyev at the extended annual session of the FAS Russia's Collegium, reported the press-centre of FAS Russia.
The website torgi.gov.ru is aimed to simplify and speed up the procedures for informing the bidders. It will be implemented in two stages.
First, the site will publish information about the auctions for the right to enter into federal property contracts (possession and use, including long-term lease, but excluding privatization).
Then, as explained by the Head of FAS Russia, in 2011, after adopting a necessary Decree, the website will comprise information about competitive bidding for the property of the constituent territories of the Russian Federation and municipalities (all areas excluding privatization). At the same time FAS will work on adding information regarding bidding for plots of land, investment contracts, forest divisions and, subsurface resources.
"In March the website will start working in a testing mode. The site will become fully operational within 2010", said Mr. Artemyev.
Igor Artemyev reminded that at the moment all information is scattered through hundreds of various internet resources: the sites of bidding organizers, municipalities and regions; which makes it impossible to trace whether information was published in good faith, and, therefore, its availability to potential bidders.
According to the Head of FAS Russia, the Antimonopoly Service received hundreds of complaints but it is practically impossible to obtain evidence that information was not duly placed if the site is maintained by a bidding organizer.
Also the system will provide for a 20-year archive on completed transactions. "It will mean a totally different practice in terms of supervision. Furthermore, the website will enable us to do analytical research", concluded the Head of FAS Russia.
FAS Russia plans that within two years all government agencies must adopt such a practice that any information regarding competitive bidding for the right to lease real estate, forest divisions and, possibly, subsurface resources must be published on the official site.
