OREANDA-NEWS. March 04, 2010. WB project Integrated Solid Waste Management in Azerbaijan accepts EoIs from consultants in three directions. The Project informs that on the first direction consultancy services drawn for management support of new solid waste management company.

The main objective of the assignment is to provide management assistance to newly established local state-owned waste management company, Tamiz Shakhar JSC, in corporation with the company’s management and staff to    establish, develop and maintain a modern Solid Waste Management Company with high quality standards. The objective is to improve the waste management system and reduce the adverse environmental impacts of solid waste in the Greater Baku Area.

Term of services: 3.5 years.

The profiles of the key experts are as follows: Senior Solid Waste Management Planner and Institutional Expert; Senior Solid Waste Collection, Recycling, Treatment and Final Disposal Specialist; Financial Management Specialist.

Another direction of consultancy services is for environmental impact assessment of the rehabilitation/ closure of the waste disposal facilities in greater Baku including Balakhani landfill.

Term of services: 18 months.

The overall goal of this service assignment is to prepare environmental impact assessment (EIA) and environmental management plan (ESMP).

Candidates for positions as follows are demanded: Senior Environmental Specialist; Senior Health and Safety Specialist; ESIA Public Consultation Specialist; Oil & Gas Industrial Safety Specialist.

Requirements for candidates: profile university degree, work experience: 5 years for local and 10-15 years for foreign specialists.

On 29 September 2009, the MED conducted presentation of Azerbaijan Absheron Rehabilitation Program/II-Integrated Solid Waste Management.

The five-year agreement within the framework of ARP II was signed with the WBG.

Overall cost of the project is USD 41.5 million, including USD 29.5 million to be financed by WBG and USD 12 million by the Azerbaijani government.

The project consists of five components: a) institutional reform, capacity building and project management (cost: USD 6.68 million). This component includes creation of new joint stock company Clean City; b) Balakhani landfill rehabilitation and management (USD 10.71 million); c) closure and management of other dumps (USD 6.4 million); d) the urgent collection equipment for under-served Baku districts (USD 5 million) (this is the only component financed by the government); e) technical preparation of post-project investments (USD 1.9 million).

The government also undertook VAT payment within the project.

The project will help settle the problem of household garbage first of all in Baku and then in other districts and improve country’s ecological condition.
