OREANDA-NEWS. February 18, 2010. State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ announces the start of accepting credit institutions’ applications of interest in participating as  partner banks in establishing a Russian Postal Bank on the basis of OJSC Svyaz-Bank with the participation of the Post of Russia.

Requirements to credit institutions interested in participating as partner banks:
Satisfactory financial position subject to paragraph 8.1 of Bank of Russia Regulation dated 19.06.2009 № 337-P “On the Procedure and Criteria for Assessing Financial Position of Legal Entities - Founders (Participants) of a Credit Institution (registered by the Russian Justice Ministry №14336 dated 16.07.2009).
International credit rating not lower than B3 (Moody’s)/B – (S&P/Fitch).
Participation in the deposit insurance system, non-application of injunctions and (or) restrictions by the Bank of Russia subject to Federal Law № 395-1 dated 02.12.1990 “On Banks and Banking Activity” and Federal Law № 177-FZ dated 23.12.2003 “On Insuring Natural Persons’ Deposits with Banks of the Russian Federation” (as of date of application).
Readiness for financial participation in a Postal Bank’s capital (including a buy-out of additional issues of shares and maintaining its participation share in the capital) in the amount of no less than 25% but no more than 50%.
Proposals for a Postal Bank’s business strategy.
Successful experience in implementing projects aimed at providing mass services to the population and small and medium-sized enterprises in Russia (including joint projects with the Post of Russia).
Proposals for excluding a conflict of interest with the current business of a potential partner-bank.
Advanced information-technology platform, successful experience in using it for fulfilling scalable tasks.
