TANECO Announced January 2010 Progress
OREANDA-NEWS. February 15, 2010. Regular Headquarter Construction meeting was held at TANECO Oil Refining and Petrochemical Complex construction site.
Before the meeting the facilities of the first start up complex were visually inspected by R. Minnikhanov- RT Prime Minister, M. Khusnulin- Minister of Construction, Architecture and Housing, Sh. Takhautdinov – Tatneft General Director, A. Metshin- Major of Nizhnekamsk Area, Kh. Bagmanov – TANECO General Director and the Contracting Managers.
At the HQ meeting Kh. Bagmanov reported on the key issue, i.e January 2010 Progress, February and 90 days ahead objectives. He emphasized the monthly type-based works performed and timely facilities completed are the binding conditions to reach the target of 2010- Start up of Stage 1A1.
To rich the target the overlapped schedule was approved with the due dates for engineering - June 30, procurement - August 9, construction – September 8. Detailed schedules for engineering, procurement, construction and commissioning were developed; financial stimulation for type-based works performance was envisaged. Thus, on the initiative of Tatneft- Investor base salary rates for construction workers was increased from 14 up to 20 thousand RR.
Construction in January is complicated by the weather conditions. Some contractors made good progress for many items though. In February construction scope is to be increased by 159 percent to reach the level of RR 2 734 mln..
In January the joint work of Customer and engineering company was successful. For some items design and estimate documentation issue was going ahead the schedule. Kh. Bagmanov recognized the work of VNIPIneft and other design companies as well. February will bring more challenges. Design documentation for Power supply facilities and Interconnecting pipe racks is to be issued to ensure construction.
Work with Vendors is ongoing. All the issues are solved in due course. Release of equipment for installation is arranged as per the schedule approved.
Contractor managers also reported at the HQ meeting. After their reports R. Minnikhanov noted that the key assessment factor was the performance of type-based works. Sh. Takhautdinov emphasized the same idea. Despite the tough financial situation Tatneft will keep financing construction of the items ensuring the performance of monthly type-based work and putting the facilities into operation according to Target schedule.
