OREANDA-NEWS. January 29, 2010. In its annual report “Global Employment Trends 2009” the International Labour Organization came to conclusion on catastrophic condition of the world labour market. According to preliminary estimates of labour efficiency made on the basis of work output per man, everything indicates decline of labour capacity in all regions, except Eastern Asia, Southern Asia and North Africa. The sharpest fall of work potential per man was registered in Central and South-Easter Europe (non-EU members) and CIS to -4.7%.

“As a result, part of positive results achieved in this region in the first half of the decade was brought to nought,” the ILO report says.

It is paradoxical but in 1983 thanks to strengthening discipline the then Soviet leader Yury Andropov succeeded to obtain growth of labour productivity in the USSR by the same 4.7%.

ILO also indicates that in 2009 countries of in Central and South-Easter Europe (non-EU members) and CIS experienced most grave shock compared to other regions in economic growth slowdown. As a result, unemployment level rose by 2% from 8.3% in 2007 up to 10.3% in 2009. The last forecast indicates certain fall of unemployment rate to 10.1%.

Azerbaijan, after gaining independence, has not published not even once data about labour productivity in the country. At the same time the Ministry of Labour & Social Protection of Azerbaijan reports that in 2009 country’s unemployment rate kept at the level of 6-6.6%.

ILO employment statistics bases itself on data of employment agencies.  The methods of relevant estimates in Azerbaijan still remain unknown.
