FAS Designs Method for Calculating Shares of Retail Trade Networks
OREANDA-NEWS. January 28, 2010. The Federal Antimonopoly Service (FAS Russia) has devised a Method for calculating shares of economic entities, involved in food retailing through organizing retail chains, in the market of food retailing (the Method), reported the press-centre of FAS Russia.
This Method is designed to employ and enforce Article 14 of No.381-FZ Federal Law "On the Basis of Government Regulation of Trade Activities in the Russian Federation" of 28th December 2009.
It sets the procedures for calculating shares of economic entities involved in food retailing through organizing a retail chain on the relevant market within the boundaries of a constituent territory of the Russian Federation, including the boundaries of cities of federal status (Moscow and St Petersburg), and within the boundaries of a municipal or city district.
Shares must be calculated on the basis of the following parameters:
- The total volume (in monetary terms) of food retailing in a constituent territory of the Russian Federation, calculated by the regional bodies of the Federal Statistics Service using official statistical methodology;
- The volume of food products sold (in monetary terms) by an economic entity involved in food retailing through organizing a retail chain, within relevant geographic boundaries in the year preceding the year when calculations are made. This information is requested from economic entities, involved in food retailing through organizing a retail chain, that are included in the Trade Register under Article 20 of the above Federal Law.
From 1st February 2010 to 31st June 2010 shares of economic entities will be calculated as the total volume of all food products sold in the previous financial year, in monetary terms, within the boundaries of a constituent territory of the Russian Federation.
From 1st July 2010, such calculations should be completed within the boundaries of a constituent territory of the Russian Federation, including the boundaries of the cities of federal status (Moscow and St Petersburg), and within the boundaries of a municipal or city district.
Currently the draft description of the Method is forwarded for approval to the Russian Ministry of Economic Development.
