As it is noted in the ANRE’s report, the new license was issued in connection with expiration of the previous one, obtained on the basis of the Government’s decree “On regulation of flows of goods, which are the subject of foreign economic activity of Transnistria ".

The document provides the economic agents of the region, temporarily registered in the State Register of Moldova, the right to obtain licenses for various activities.

In 2009, ANRE issued to Moldovan HES two similar licenses, each for the period of six months.
