OREANDA-NEWS. December 30, 2009. Kazakhstan Stock Exchange (KASE) reminds that from January 1, 2010 to the KASE official list will be included debt securities complying with Rated Debt Securities category (the highest category) requirements. This norm was set forth by item 8 of Order of the Chairman of the Agency of the Republic of Kazakhstan on Regulation of Activities of the Regional Financial Center of Almaty (ARA RFCA) "On Requirements for Issuers whose Securities are Intended to Inclusion or Included to the official list of the Special Trading Floor of the Regional Financial Center of Almaty, and for such Securities" of May 8, 2008 # 04.2-09/119 (Order # 04.2-09/119).

Sub-item 1) of item 8 of Appendix to Order # 04.2-09/119 sets forth that the rating must be assigned to a debt security by one of the rating agencies, included to the rating agencies list, ratings of which are recognized by the financial center authorized regulating body. The rating can not be lower the level, set by the financial center authorized regulating body. At this the stock exchange considers only that rating, which was assigned (affirmed, updated) during the last twelve months. In case of several ratings assigned by several rating agencies, the last rating is taken into account.

KASE also reminds that from December 31, 2009 becomes effective the ARA RFCA Chairman Order "On Making Changes and Additions to Order of the Chairman of the Agency of the Republic of Kazakhstan on Regulation of Activities of the Regional Financial Center of Almaty of September 8, 2006 # 7 "On Approval of Rating Agencies List, whose Ratings are recognized by the Authorized Body on Regulation of Activities of the Regional Financial Center of Almaty" of December 9, 2009 # 04.2-44/187, according to which the rating agencies and their subsidiaries list, whose ratings are recognized by ARA RFCA, was supplemented by rating agencies Rating Agency of the Regional Financial Center of Almaty and Rating Agency Expert-RA Kazakhstan. The list also includes three international agencies: Moody's Investors Service, Standard & Poor's and Fitch.

The procedure of recognition by the KASE Listing Commission of Rating Agency of the Regional Financial Center of Almaty was held on November 25, 2009, Rating Agency Expert-RA Kazakhstan - December 10, 2009.
