Head of FAS Met with Chairperson of MAK
OREANDA-NEWS. December 23, 2009. The Head of the Federal Antimonopoly Service (FAS Russia) Igor Artemyev met up with the Chairperson of the Interstate Aviation Committee (MAK) Tatyana Anodina, reported the press-centre of FAS Russia.
Igor Artemyev expressed his gratitude to MAK representatives for the interest towards activities of the Interstate Council on Antimonopoly Policy (MSAP) and the Headquarters for Joint Investigations of Antimonopoly Violations in the CIS Member-States (the Headquarters) and for the assistance and active involvement in preparing the Report on the State of Competition in the Air Transportation Markets in the CIS Member-States.
The Head of FAS Russia said that at the 30th session of the Council (October 2009, Yerevan, Armenia) MSAP members were advised to hold consultations with the national aviation authorities about the measures towards liberalization of the passenger air transportation market in pursuance of the relevant decision of the Council of the Heads of the CIS Governments.
Currently the Headquarters is devising proposals about the standard (model) air traffic agreement, which in the near future will be forwarded to MAK for approval and development of possible joint actions towards their implementation.
The MAK Chairperson pointed out that the next Council session would take place on 7-11 June in Vladimir. It is not a coincidence that this session will be in Russia as in 2010 the Russian Federation presides over the Commonwealth of Independent States.
The parties also expressed common interest to cooperation towards ensuring safe, uninterrupted and competitive operations of air transport and aviation industry.
"Effective development of the national economies in the CIS member-states is based on enhancement of competition in the air transportation market, which successful performance safeguards development of infrastructure", emphasized the Head of the Federal Antimonopoly Service Igor Artemyev.
The parties signed the Memorandum on Cooperation and outlined prospective development of bilateral cooperation in the field of competition policy.

The Interstate Aviation Committee (MAK) was founded following the inter-governmental "Agreement on Civil Aviation and on the Use of Air Space" (the Agreement) signed on 30th December 1991. Under the Agreement, MAK is an executive body of the 12 states of the former Soviet Union and performs functions and bears the authority in civil aviation and use of air space, delegated by the member-states.
Currently, the following member-states are signatories to the Agreement: the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, Georgia, the Republic of Kazakhstan, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan and Ukraine.
