OREANDA-NEWS. December 17, 2009. In the context of economic recession Karelia assigns most of its budgetary funds to support of social and economic stability. Although investments into capital projects are reduced, the republic continues to introduce innovations in various spheres of life, as the First Deputy Minister of Economic Development Lev Shustov has told at the daily briefing in the government of Karelia making a report On the Guidelines of Innovative Development of the Republic of Karelia.

According to Lev Shustov, now, in view of the crisis situation, the Strategy of Social and Economic Development of the Republic of Karelia through to 2020 has been improved: plans concerning innovative development due to modernization and technical extension of productions have been made more specific, innovative enterprises are being created.

On the statistics, costs of technological innovations the enterprises of Karelia in the past four years are the following: 0,17 billion rbl. in 2005, 0,61 billion rbl. in 2006, 1,21 billion rbl. in 2007, 3,23 billion rbl. in 2008. Enterprises' expenditure on technological innovations were directed on purchase of high technologies from the outside.

Other opportunity of increase in a share of innovative production of our enterprises are own scientific development. It is known, that the Karelian scientists conduct researches in 15 of 34 major key scientific and technical directions on maintenance of economic safety of the country. Presented in 2008-2009 at the international prestigious exhibitions in St.-Petersburg and in Moscow development have received 5 gold, 3 silver medals, and also are awarded by honourable diplomas.

Within the period from 2005 to 2009 financing of research and development works according to applications of Ministries and Committees of the RK was assigned from the budget of Karelia.

Many projects were devoted to issues of development of new technologies for timber and mining industries. Projects of new model have been elaborated for development of depressive regions of Karelia, research was carried out for development of recommendations on rational accommodation of piscicultural farms for commodity trout and salmon cultivation. Medical subjects on which basis there have been created technologies for decrease in traumatism and death rate of population of the republic are on a special place. Many scientific tasks for solution of problems in the building branch, animal breeding, housing and communal services and other spheres have been accomplished.

Government of the Russian Federation in recent years has launched a number of projects in the sphere of infrastructure to establish technological sites to create favorable conditions for innovative activity. Companies supporting innovative projects at different stages of implementation will obtain fnancing from the federal budget in the volume of up to 75% of necessary investments. It is necessary to conduct work among innovative enterprises of Karelia to explain opportunities of becoming and development of innovative production.

In the republic there successfully work such innovative enterprises as the Engineering Centre of Fire Robots Technology FR JSC projecting and producing fire robots, Proryv (Breakthrough) Scientific and Production Enterprise engaged in development and production of electro magnetic compatibility measurement means, Carbon-Schungite Scientific and Production Enterprise developing new technologies with use of schungite raw material.

There operated an IT-park at PetrSU where work about 300 people. The sales volume in 2009 will make 110 million rbl. By the 90th anniversary of Karelia the second phase of the IT-park for 120 workplaces will be started up. Today in Karelia there has been registered more than 30 innovative enterprises producing innovative products, possessing innovative technology, introducing innovative products or technology at other enterprises.

Summarizing Lev Shustov's report the presiding at the daily briefing Prime Minister of the Gvernment Pavel Chernov has told:

– All of us should remember about the high level of innovative projects which was Karelia announced in the field of development of information technologies. Presidium Presidium of the State Council was held in Petrozavodsk as in the capital of the region advanced in this sphere. From the point of view of interests of development of the republic which economy is mainly based on use of timber and mineral resources, perfection and development of technology for their processing will become perspective and yield appreciable economic results.
