ARMADA Will Develop Web Portals for Two Ministries
OREANDA-NEWS. December 09, 2009. OAO ARMADA (MICEX, RTS: ARMD) announces that it has won the tender for the contract to design a web portal for the Economy Ministry of Russia and to carry out the research project, “Analysis of main trends for designing a web portal for the Ministry of Communications and Mass Media, and its subordinate agencies and services.” Earlier in the fourth quarter, the company won another tender for the creation of a federal Internet resource — an administrative staff portal — launched by the Federal Information Technology Agency in pursuance of the Russian government’s decree. The three contracts total RUB 32m.
All the resources to be built share a common trend: more and more, Russian state organizations have been turning their attention to the opportunities the Internet has to offer. As such, the contract with the Communications and Mass Media Ministry involves the consideration of all the key trends and directions in developing websites and web portals for public authorities based on the best international and Russian practices and know-how in order to select the best one for the ministry itself and its subordinate federal services and agencies. The government is on its way to creating a relevant legal environment: federal law No. 8-FZ “On the provision of access to the information on the activities of governmental agencies and local administrations” was adopted in early 2009 and sets forth the technological, programming and linguistic standards for public sector Internet resources. Eventually, a public services portal serving as a means to streamline the relations between the people and the state authorities is planned to be opened on December 31, 2009.
"In light of 2009’s results, we are able to forecast a considerable growth on the Russian market of public sector Internet solutions as early as 2010—2011," Chairman of ARMADA’s Board of Directors Alexei Kuzovkin said. “Expertise and the guaranteed high quality of the products — our company’s key competitive advantages — account for up to 45% weight coefficients in the formulas which determine the winners of tenders for contracts to develop software with such customers. With this in mind, I am certain that ARMADA will be able to retain control over a considerable portion of the expanding Internet market,” he added.
